Two people in Monterey have been arrested on child rape charges. The Putnam County Grand Jury found probable cause that 29-year-old Jeffrey Lynn Tollett, Jr. and 26-year-old Victoria Nichole Young had committed illegal acts with a minor. Tollett and Young were booked into the Putnam County Jail on Tuesday.
